Technical Assistance

The CCSCoE provides eight technical assistance activities to state, Tribal, and local governments via several different engagement endeavors:

Hybrid Seminars: The CCSCoE hosts hybrid (in-person & virtual) seminars that provide research updates, address barriers, provide solutions to challenges, and share successes. Seminars expand the existing Minnesota Stormwater Seminar Series to more cold climate communities in the US.

Minimum Control Measure Guidelines and Templates: UNH offers technical assistance to municipal separate storm sewer systems (MS4) communities with templates and guidelines for 4 out of the 6 minimum control measures (MCMs). With funding from the CCSCoE, these tools and resources are further developed and expanded to encapsulate cold climate region innovations.

State Stormwater Manuals and Technical Guidance: Innovations developed by the CCSCoE are recommended to state agencies for inclusion in state stormwater manuals across cold climate regions.

Workshops, Training, and Certification: UMN and UNH leverage a multi-state Technical Advisory Committee (TAC) to expand access to their current portfolio of workshops, training, and certification programs to provide technical assistance and workforce growth to communities within Cold Climate regions.

Online learning modules: Online learning tools are expanded with new content and enhanced to reach new audiences (e.g., additional languages). New content may include review guidance of stormwater plans for municipal officials, common pitfalls of contemporary/innovative stormwater design, and demystifying stormwater control measure function and purpose. 

Scholarships: To overcome financial barriers, a portion of CCSCoE funding is allocated for scholarships to support need-based applicants from local communities to attend seminars, webinars, workshops, training, and online learning modules.

Case studies: Case studies are developed to document successes of technical assistance efforts provided by the CCSCoE and shared with other SCoEs, the National Clearinghouse, and at conferences, workshops, meetings, and events.

Inventory and catalog stormwater needs of communities: The CCSCoE is maintaining an ongoing inventory of stormwater control infrastructure and financial needs.
